There is no such thing as chemical free hair dye. Water is a chemical. So is the dye molecule in henna. What people mean when they search for it is dye without ammonia, peroxide and PPD, and that does exist: henna and indigo colour hair without any of the three.
Why the phrase is wrong, and why it still matters
Everything is made of chemicals. A label saying chemical free is either meaningless or dishonest, and in several markets a regulator will treat it as the second one. The EU has taken a consistent line that free-from claims which imply a competitor’s legal ingredient is unsafe are not acceptable on cosmetic packaging.
None of which makes the shopper wrong. They are asking a real question in imprecise language. What they want to avoid is a specific short list, and it is worth naming it exactly, because that is what a good product page should answer.
What people are actually avoiding

A plant dye contains none of these. That is a factual, specific claim that stands up. It is also more persuasive than chemical free, because it tells the customer exactly what they are getting.
How plant dye works without any of them
Chemical permanent colour needs ammonia to open the cuticle, peroxide to strip existing pigment, and a dye that develops inside the shaft. Three reactions, all of which stress the hair.
Henna does none of that. The dye in the leaf binds directly to the protein in hair and stays. There is nothing to open, nothing to strip and no developer. Indigo works the same way, except that it needs henna underneath it to have something to bind to, which is why brown and black are a two-step process.
The trade-off is that plant dye can only add colour, never remove it. You can go darker or warmer. You cannot go lighter, and you cannot get an ash tone.
The claims that get brands into trouble
Three we see regularly, and all three are avoidable.
Chemical free. Covered above. Say what is not in it instead.
100 percent natural, on a blended product. If the pack contains henna, indigo and a synthetic dye to stabilise the shade, it is not. Several products sold as natural in this category have been found to contain PPD on testing.
Treats dandruff or hair loss. These are medical claims. Henna and sidr have long traditional use on the scalp and users report benefits, and that is as far as a cosmetic label can responsibly go without clinical evidence behind it.
Proving the claim, which is the part that counts
Free-from claims are only worth what the testing behind them is worth. If your pack says no PPD, you need a lab report on the lot in the pack that says so.
This is not theoretical. Adulteration in this category is common, because pure henna cannot give black in one step and PPD can, so it gets added upstream. A brand that takes a supplier’s word for it and does not test is one shipment away from a recall.
Ask your supplier for a Certificate of Analysis per lot, covering PPD, metallic salts, heavy metals and microbial limits. Read it. Match the lot number on the report to the lot number on the sack.
